Luis Moreno Ocampo, Chief Prosecutor of the ICC for whom Patrick McWhinney acts as a special advisor, describes his life as head of the world court at a critical juncture in the ICC's existence. The ICC is poised to issue its first war crime indictments, expected to be against the leaders of Uganda's Lord's Resistance Army.
